The speechmarks on the quotes are the property of the template that is being used. This blog is hosted by google blogger and I am using one of the templates they offer call "Tic Tac (Blue)". In this template if you
(1) Either highlight any text and click the blockquote icon
(2)Or put <{blockquote>> text
<{/blockquote> html tags around any text
(Please remove { curly sign from above quote as without that it will not let me put correct tag in the comment section)
then it will automatically put those speechmarks for you.
